It's hard to say with the audacity normalization settings because everyone's audio is different and normalization typically only amplifies up to what your highest audio peak will go. So if your recordings tend to have very large spikes, what might end up happening is that normalization can only amplify the audio so much before the spikes prevent it from going any louder, and the quieter parts of your recording stay very quiet. If your audio levels tend to be very consistent (e.g. you don't have large spikes in places, with much quieter bits in between), normalization might work for you. If you do tend to have very peak-y audio, using the limiter and the compressor would help you out. That being said, auphonic will probably make your life easiest, using the loudness normalization function (which should be set at -16 LUF at default).
