ahhhh this is a hard one! honestly, it's going to depend on the particular fic. which is not helpful, really, so i'm going to say that if the past relationship gets screen time (like, say, if there are flashbacks, or if the characters engage with each other in a way that is significantly, er, relationshippy), then yes.
if it's only mentions of the past relationship, or descriptions of emotions surrounding the past relationship, but there isn't anything actually in the story that you could point to and say 'look there is x/y!', then i'm going to say no.
